DRAFT APT COMMON PROPOSAL TO WTSA-2004 

During the 2nd Asia-Pacific Telecommunity Preparatory Meeting for World Telecommunication Standardization Assembly 2004 (WTSA-04) held in Hyderabad, India from 2 to 3 August 2004 nine APT Common Proposals and four Common Positions to WTSA04 were developed.

The APT Common Proposals and Common Positions are to be submitted for the World Telecommunication Standardization Assembly 2004 to be held in Florianópolis, Brazil from 5 to 14 October 2004 on 20th August 2004 or before.

Draft APT Common Proposal

1. Approval process for ITU-T Recommendations: Proposed changes to Recommendation A.8. (Suggested for WTSA Committee 3 for review)

SUMMARY:

This contribution proposes changes to the Alternative Approval Process of Recommendation A.8 for new and revised Recommendations that do not have policy or regulatory implications. It proposes that the approval of a draft Recommendation (that does not have policy or regulatory implications) must not be opposed by more than 2 Member States.

2. Roadmap to understanding three companion contributions on coordination of ITU-T activity. (Suggested for WTSA Committee 3 for review)

SUMMARY:

This contribution provides an overview of four companion contributions on principles for coordinating ITU-T activity, TSAG’s role in coordinating ITU-T activity, the effective use of ‘Other Groups’, and the necessity of establishing a Technology Watch function within ITU-T. This roadmap notes that while each of the contributions can be considered as a composite package, they can also be considered separately.

3. Principles for coordinating ITU-T activity. (Suggested for WTSA Committee 3 for review)

SUMMARY:

This contribution outlines a set of principles for coordinating ITU-T activity. The principles delineate between different levels of coordination, ranging from identification of high-priority standardization activities, to operational-level coordination. The contribution includes a draft new WTSA Resolution on Coordinating ITU-T activity which recognises the importance of coordination to ensure effective ITU-T standardization activity.

4. TSAG’s role in coordinating ITU-T activity. (Suggested for WTSA Committee 3 for review)

SUMMARY:

This contribution proposes changes to WTSA Resolution 22 to clarify and strengthen TSAG's role in coordinating standardization activity that is being studied in more than Study Group. The contribution is consistent with the coordination principles contained in the companion contribution on Principles for Coordinating ITU-T activity.

5. The effective use of ‘Other Groups’. (Suggested for WTSA Committee 3 for review)

SUMMARY:

The effective use of ‘Other Groups’ (as referred to in the ITU Convention Article 13, Nos 191A; 191B) is proposed to provide a needs-oriented and top-down approach, complementary to the current bottom-up approach. Through the identification of standardization needs, coordination of multiple SGs and promotion of various standardization related activities, ‘Other Groups’ could contribute to enhancing the effectiveness and flexibility of the ITU-T, and to bridge the digital divide. A draft new WTSA Res. YYY on the use of ‘Other Groups’ is proposed.

6. The necessity of establishing a Technology Watch function in ITU-T. (Suggested for WTSA Committee 3 for review)

SUMMARY:

To cope with the rapidly changing standardization environment and to adopt market needs for standards, it is necessary for the ITU-T to investigate emerging technologies having strategic impact, and to internalize them within ITU-T. In this context, this contribution proposes for WTSA to approve the necessity of establishing a Technology Watch function during next study period.

7. Principles for standardization of NGN. (Suggested for WTSA Committee 4 for review)

SUMMARY:

This contribution proposes keeping the signalling SG separate from the architecture SG and to arrange collocated meetings between the two SGs for at least two years after WTSA-2004, following which TSAG should review the SG structure again. A coordination group (“bureau”) between the management of the two SGs should be created, as well as other coordination mechanisms (for example, collocation of meetings, joint Rapporteur meetings on NGN aspects, joint SG plenaries, etc). It also proposes that the SSG should have collocated meetings with the architecture SG for the entire next study period.

8. Proposed Revision of WTSA Resolution 17. (Suggested for WTSA Committee 3 for review)

SUMMARY:

WTSA Resolution 17 focuses on the interests of developing countries in standardization. However, it does not adequately address aspects of the lack of information, lack of industry support, and constraints in deploying new technologies in developing countries. This contribution proposes revision of Resolution 17 providing for downloading of publications (such as Handbooks and Guidelines) by instructing the TSB Director to work with manufacturers, and Research and Development organizations, on the exchange of information on new technologies for developing countries.

9. Proposed New Resolution on an Action Plan towards implementation of Resolution 123 (PP-02). (Suggested for WTSA Committee ? for review)

SUMMARY:

Narrowing the gap in standardization between developed and developing countries is one target of bridging digital divide (refer Resolution 123 of PP-02). In order to achieve that target, there is a need to implement a number of specific activities or programs that will directly improve the standards making capability and the human resource skills in standardization in developing countries. This contribution proposes a new resolution on an Action Plan towards implementation of Resolution 123 of PP-02.

 

Potential APT Common Positions on three Regulatory Issues

International Internet Charging

SUMMARY:

Since the adoption of an Appendix to ITU-T Recommendation D.50 by Study Group 3 in June 2004, it is necessary to consider ways to move the issue forward. This will include encouraging research into traffic flow measurement being conducted by ETRI in Korea in collaboration with China. By the end of August, the APT intends to develop and circulate a discussion paper for comment, to be discussed on an APT reflector group, with the aim of having an APT Common Position on this issue for circulation to other regional groupings prior to WTSA.

Internet Governance Issues

SUMMARY:

This issue has generated considerable debate in the WSIS and other forums. By the end of August, the APT intends to develop and circulate a discussion paper for comment, to be discussed on an APT reflector group, with the aim of having an APT Common Position on this issue for circulation to other regional groupings prior to WTSA.

Outstanding ITU-T Study Group Restructuring issue

SUMMARY:

In considering the outstanding issues in Study Group restructuring, the APT is working towards developing an APT Common Position on SG H TMN, SG K Security, the future of Study Group 2 and the location within the ITU-T Study Group structure of questions for developing telecommunications for disaster relief (TDR) requirements.
