APT Preparation for the ITU Plenipotentiary Conference
The 2006 ITU Plenipotentiary Conference (PP-06) was held from Monday, 6 November to Friday, 24 November 2006 in Antalya, Turkey. A Plenipotentiary Conference is the top policy-making body of the International Telecommunication Union (ITU). Held every four years, the Conference sets the Union's general policies, adopts five-year strategic and financial plans and elects the senior management team of the organization, the members of council and the members of the Radio Regulations Board. It is the key event at which ITU Member States decide on the future role of the organization, thereby determining the organization's ability to influence and affect the development of issues such as convergence, telephone tariffs, the Internet, universal service and electronic commerce. Sector members (recognized operating agencies, scientific or industrial organizations and financial or development institutions and organizations of an international character representing them) can also attend the Conference as observers.
To assist its Members in preparation for PP-06, the APT established an e-mail reflector policy@apt.int.
The APT also held three preparatory meetings to assist the preparation and participation of APT Members for PP-06. During PP-06, the APT organized 4 Coordination Meetings to facilitate exchange of views on key issues, determine lead APT coordinator countries and to gather support for our proposals.
The APT Secretariat provided support in arranging the Coordination meetings, facilitating liaison among APT members, other Member States and with other regional organizations, and also in providing practical assistance and support to the delegations of APT Members.
PP-06 was a successful event for APT Members. Twenty One (21) APT documents were presented. Twenty documents had APT Common Proposal (ACP) status and one was an APT Joint Proposal (AJP). These were either adopted, accepted in principle, combined as a solution with other regions or Member States views to produce a satisfactory outcome, not pursued in the spirit of compromise, or were no longer required as a result of a range of decisions. There were no adverse outcomes for APT Members as a result of the decisions of this Conference.
