APT Preparatory Group for ITU Plenipotentiary Conference 2010
The Plenipotentiary Conference is the top policy-making body of the International Telecommunication Union (ITU). The conference is held every four years which sets the Union's general policies, adopts four-year strategic and financial plans and elects the senior management team of the organization, the members of Council and the members of the Radio Regulations Board. It is the key event at which ITU Member States decide on the future role of the organization, thereby determining the organization's ability to influence and affect the development of issues such as convergence, telephone tariffs, the Internet, universal service and electronic commerce. The next ordinary Plenipotentiary Conference is planned to be held in Veracruz (Mexico) from 4th to 22nd October 2010.
APT has played a key role in coordinating the Asia-Pacific input to the Plenipotentiary Conferences in the past. Similarly, APT is coordinating the regional input to the Plenipotentiary Conference 2010 (PP-10). The preparatory work is done through the Preparatory Group for PP-10 established at the 1st Preparatory Meeting held in Kuala Lumpur, Malaysia on 8 May 2009. APT will have 4 Preparatory Meetings for the PP-10. The second preparatory meeting was held in Bangkok from 1-4 December 2009.

Structure and Office Bearers
The structure of the APT Preparatory Works for PP-10 was adopted at the 1st APT Preparatory Meeting for PP-10 in Kuala Lumpur. The structure is composed of the plenary as well as five Correspondence Groups (CGs). The CGs are headed by Rapporteurs and the Rapporteurs are assisted by Assistant Rapporteurs.
