INTRODUCTION:

The APT Conference Preparatory Group for WRC ( APG ) has been developed into one of the most important activities of APT. APG was started in 1996 with the objective of harmonizing views and developing common proposals from the Asia-Pacific region for the World Radio Conference (WRC). The APG process has met exemplary success in presenting the views  of the region at WRCs. As a result, APG becomes the one with highest attendance from the members in the region. It has substantially helped establishing the prominence given to APT amongst other regional and international organizations. 

OBJECTIVES:

The main objective of APG is to take regional preparation to harmonize the views of the members and to develop common proposals for submission to the ITU World Radiocommunication Conference (WRC).

BACKGROUND:

APT EXPERT GROUP ACTIVITIES FOR WRC-97

The APG program was started in 1996 to help Members to prepare for the WRC-97 (Geneva, 27 Oct-21 Nov 1997) through the APT Expert Group for WRC with three Working Parties (WPs). Extensive coordination work began with the aim to consolidate and harmonize Members' views on diverse radiocommunication issues related to WRC-97 to produce the APT common proposals for WRC-97. This pilot initiative was a success and helped the members tremendously in its representation at WRC-97 with fruitful results. It was agreed that the APT continues with its regional coordination work for future WRCs and take more active role to promote radiocommunications development in the region.

APG ACTIVITIES FOR WRC-2000

For WRC-2000 (Turkey, 8 May-2 June 2000) preparations, the APT Expert Group for WRC was renamed as APT Conference Preparatory Group for WRC (APG) to better reflect the Members' joint efforts in regional cooperation of preparing for the WRC. In  APG structure for WRC-2000 had four Working Parties under their respective WP Chairmen, guided overall by the Chairman and Vice-Chairman of APG, and ran under a 3-year program cycle (1997-2000). In addition, a technical task group, named APT Group of Technical Experts (AGTE), was also established to see to BSS replanning exercises for Region 3 and to contribute to ITU-R GTE and IRG meetings. APG preparations were very positive in bringing the APT members closer as they worked together to consolidate their views and proposals. This resulted in efficient and effective presentation of APT Consolidated Proposals at the WRC-2000 which benefited the members greatly.

APG ACTIVITIES FOR WRC-2003

APG continued with its third 3-year program cycle (2000-2003) of preparations for  WRC-2003 (Geneva, 9 June-4 July 2003) after  WRC-2000 concluded in June 2000. APG03 structure for WRC-2003 had six Working Parties with their respective WP Chairpersons taking charge of various WRC-2003 agenda items, under the Chairman.

APT had organized five preparatory meetings during the 3-year preparation period (2000-2003) to develop APT common proposals to WRC-03. At its last preparatory meeting (5th APG Meeting held in Tokyo from 19-25 February 2003) the APT members finalized the APT Common Proposals (ACP) and submitted them to ITU, along with a list of members' endorsements of the proposals for  various agenda items of WRC-2003. APT members made considerable efforts and cooperated closely during WRC-2003 in Geneva (9 June-4 July 2003), especially Chapter and Topic Coordinators, to ensure that all the APT Common Proposals to WRC-2003 were successfully treated. APT Secretariat comprising of the Deputy Executive Director, Radio Program Officer and Program Facilitator supported and assisted APT members in their coordination efforts during WRC-2003. The expertise and excellent contributions and spirit of mutual understanding and cooperation expressed by members, despite diversities and conflicting requirements and perception, resulted in an extremely successful WRC-2003. APT developed 290 common proposals covering 42 agenda items. As a result of the meticulous preparatory work most of the proposals submitted by the APT members were accepted at WRC-2003.

APG ACTIVITIES FOR WRC-2007

World Radiocommunication Conference 2007 (WRC-07) was held from 22 October - 16 November 2007 in Geneva, Switzerland.
APT Conference Preparatory Group for WRC-07 started the preparatory work for WRC-07 immediately after the successful completion of WRC-03. For the preparation of WRC-07 APG formed seven Working Parties resposible for different Agenda Items of the Conference. During the 4 years (2003 - 2007) preparatory period, APT organized five APG meetings to deal with the issues related to WRC-07 Agenda Items. At the final preparatory meeting APG developed 410 PACPs on 30 WRC-07 Agenda Items which were then submited to WRC-07 as ACPs. This was a milestone for APT to submit this much number of Common Proposals to the Conference for the interest of the region. Another susscess of APT to set up the Agenda Items for WRC-11. Among 25 new Agenda items of WRC-11, 12 had been directly promoted by APT. APT members made considerable efforts and cooperated with the spirit of mutual understanding despite diversities and conflicting requirements and perceptions. As a result the most of the ACPs submitted to the Conference were accepted. Besides developing the ACPs for WRC-07, APG made coordinated efforts for CPM07-2 and RA-07.
The results of WRC-07 were of great relevance and significance to the interests of Asia-Pacifc region. Achievements at the WRC-07 would go a long way to meet diverse aspirations of the member countries of the APT and towards achieving socio-economic t of the region.

APG ACTIVITIES FOR WRC-2011

WRC-07 filinalized 33 Agenda Items for the World Radio Conference 2011 (WRC-11). Among the Agenda Items, 12 had been directly promoted by the APT. It indicates that APG would contribute more and take more coordinated approach for the preparation for WRC-11. The preparatory process for WRC-11 has already started by the 1st APT Conference Preparatory Group Meeting for WRC-11 (APG2011-1) which was held from 6-8 March 2008 in Bangkok, Thailand. The meeting formed the structure of APG for WRC-11 and dicussed the workplan of APG for the preparatory period of WRC-11.

APG STRUCTURE FOR WRC-2011

The draft APG structure for the WRC-11 was developed at the meeting of Heads of delegation held on 06 March 2006. APG Plenary approved the structure and appointed the office bearers of APG for the preparatory period of WRC-11. The structure is based on the CPM Report Chapters structure. The following table shows the APG-2011 structure with the respective office bearers. The table also shows the WRC-11 agenda items that have been assigned to the respective Working Parties.
