INTRODUCTION

The APT Wireless Forum (AWF) is the renewal of the APT IMT-2000 Forum (APTIF).  The 27 th session of the APT Management Committee (21-24 October 2003, Macau) approved the proposal from Republic of Korea to set-up the APT Wireless Forum (AWF).  In accordance with this Management Committee decision, the APTIF-4 meeting (13-14 November 2003, Bangkok) wound up its APTIF activities and launched the APT Wireless Forum (AWF) program.

The AWF covers not only the aspects of APT IMT systems but also the various aspects of emerging wireless systems to meet the upcoming digital convergence era for the Asia-Pacific region. It will also assist the process of providing cost effective and timely radiocommunications solutions and to facilitate the transfer of technology.  The Forum will report and present its activities and outputs to the APT Management Committees and will conduct electronic meetings in between physical meetings.

OBJECTIVES

The principle objectives of the AWF are: 

  • To promote new wireless applications

  • To add value, and not duplicate, the work being undertaken by other relevant APT programs, and to work closely with other APT programs promoting a harmonized vision of wireless communications systems and services in the Asia-Pacific region to meet the emerging digital convergence era 

  • To provide cost effective and timely radiocommunications solutions; 

  • To facilitate the transfer of technology.

TERMS OF REFERENCES

The APT Wireless Forum focuses primarily on the following areas:

  • Share and discuss information of emerging radio technologies, stimulate research and development and promote related telecommunication business within the Asia-Pacific region

  • Pursue effective solutions in the Asia-Pacific region to meet the rapid movements towards digital convergence

  • Provide regular channels to discuss and study spectrum sharing methodologies, spectrum harmonization and to provide advice that countries' can use in frequency band planning

  • Develop technical and radio regulatory solutions based on emerging and conventional wireless technologies including satellite technologies to meet APT member's needs

  • Possible out put can be recommendations and technical reports, etc. 

STRUCTURE

APT Wireless Forum  is composed of the Chairman, vice-Chairman,  Working Group, Task Groups  and Forum Coordinator. Currently there are three Working Groups and oneTask Group who report to the Chairman.

To significantly perform the objectives of AWF, the coordination activities not only with APT internal forums but also with the external forums such as ITU-R WP5A, WP5D would be required. A forum may be added or removed when  a task of AWF is created, modified or completed.

Plenary

  • Plenary is responsible for making final decisions and approvals regarding all matters within the APT Wireless Forum
  • Plenary shall meet at least once a year to discuss outstanding issues, to monitor the status of work items and to take action when required
  • Plenary elects Chairperson and Vice-Chairpersons for tow-year term.  

Chairperson & Vice-Chairperson

  • Chairperson is responsible for overall administrative matters regarding the APT Wireless Forum and presides over Plenary meeting. Vice-Chairperson shall support Chairperson in their capacity
  • APT Wireless Forum appoints Chairpersons and Vice-Chairpersons of Working Groups/Task Groups
  • Working Groups/Task Groups appoint an editor for each deliverables in their respected groups. 
Forum Coordinator
  • Work in coordination with the APT Secretariat
  • Assist chairperson by managing strategic policies and plans for AWF
  • Coordinate the work of the forum to facilitate and efficient and timely production of its prioritized deliverables 
  • Coordinate suitable Seminars/Exhibition/Road Shows/Pilot Projects that could benefit APT members by APT sponsorship or co-sponsorship. 

Working Group

  • Each Working group will promote an exchange of information, the sharing of available resources and pooling of expertise
  • Each Working group will have meetings during the time of Plenary Meeting with additional meetings as necessary. E-mail discussion is highly recommended between the scheduled meetings.

Task Group

  • Each task group will promote an exchange of information, the sharing of available resources and the pooling of expertise
  • After completing the task, the task group could be dismissed
  • A task group could be established whenever AWF has consensus
  • Each task group could have additional physical meetings by itself
  • E-mail discussion is highly recommended between the scheduled meetings
