8th APT Cybersecurity Forum (CSF-8)

24 - 26 October 2017, Dhaka, Bangladesh

 

The 8th APT Cybersecurity Forum (CSF-8) was held from 24 to 26 October 2017 in Dhaka, Bangladesh. The forum was hosted by the Bangladesh Telecommunication Regulatory Commission (BTRC) and supported by the Extra Budgetary Contribution of Japan (EBC-J). The forum was attended by 109 participants from APT Members, Associate Members, Affiliate Members and other organizations.

 

Honorable Begum Tarana Halim, MP, State Minister for the Posts and Telecommunications Division, Ministry of Posts, Telecommunications and Information Technology (MPTIT) presided over the opening ceremony. Dr. Shahjahan Mahmood, Chairman of BTRC, Mr. Masanori Kondo, Deputy Secretary General of APT, and Mr. Shyam Sunder Sikder, Secretary of Posts and Telecommunications Division, MPTIT delivered the welcome address.

 

CSF-8 was held under the theme “Cybersecurity on Data Driven Society” to address the security aspects of data utilization in the digital society including personal data protection and privacy issue. The forum was successfully conducted with active participation and contribution from participants.

 

The discussions of the forum covered wide range of topics including visionary aspects of data driven society (Roundtable discussion), initiatives of cybersecurity of governments and industry, new cyber threats as IoT, Big data and cloud services emerge, personal data protection and big data marketing, cross-border data flow and international cooperation and collaboration.

APT at World Telecommunication Development Conference 2017 (WTDC-17)

9 - 20 October 2017, Buenos Aires, Argentina

World Telecommunication Development Conference 2017 (WTDC-17) was held in Buenos Aires, Argentina from 9 to 20 October 2017 under the theme "ICT for Sustainable Develop Goals (ICT4SDG)".  More than 1,360 participants, including more than 1,010 government delegates representing more than 130 countries attended the Conference and adopted Buenos Aires Declaration, Action Plan and WTDC Resolutions.

 

During WTDC-17, APT Secretariat organized five coordination meetings and assisted the delegations from APT members to communicate and coordinate through email reflectors and SNS service (WhatsApp). Owing to the dedication of APT members, most of 53 APT Common Proposals (ACPs) were well taken by WTDC-17 including new Resolution on IoT and Smart Cities and other inputs to Declaration, Strategic Plan, Action Plan and Resolutions.

Delegates from Asia-Pacific region had contributed to the administration of WTDC-17. The followings were the office bearers of WTDC-17 from APT Member Administrations:

 

·         Mr. Charles Punaha (Papua New Guinea) - Vice-Chairman of Plenary

·         Mr. Yoshiaki Nagaya (Japan) - Vice-Chairman of Committee 2

·         Dr. Ahmad Reza Sharafat (Islamic Republic of Iran) - Chairman of Committee 3

·         Mr. Kishore Babu YGSC (Republic of India) - Vice-Chairman of Committee 4

·         Mr. Guolei Cai (Peoples’ Republic of China) - Vice-Chairman of Committee 5

·         Ms. Eunice Lim (Singapore) - Vice-Chairman of WGPL

 

In addition, a couple of drafting groups including drafting group on Resolution 9, Strategic Plan and Study Questions were also chaired by delegates from Asia-Pacific region.

 

Through the coordination and cooperation among APT Members, the candidates from Asia-Pacific region for the nomination of the Chairmen and Vice-Chairmen of the Telecommunication Development Advisory Group (TDAG) and ITU-D Study Groups for the next cycle (2018 – 2021) who were appointed by WTDC-17 are as follows:

·         Mr. Nguyen Quy Quyen (Viet Nam) - Vice-Chairman of TDAG

·         Mr. Yasuhiko Kawasumi (Japan) - Vice-Chairman of Study Group 1

·         Dr. Sangwon Ko (Republic of Korea) - Vice-Chairman of Study Group 1

·         Dr. Ahmad Reza Sharafat (Islamic Republic of Iran) - Chairman of Study Group 2

·         Ms. Wang Ke (People’s Republic of China) - Vice-Chairman of Study Group 2

·         Mr. Ananda Raj Khanal (Nepal) - Vice-Chairman of Study Group 2

 

Upcoming Events

Preparatory Meeting for the 14th Session of the General Assembly of the Asia-Pacific Telecommunity (GA14-Prep)

14 November 2017, Bangkok, Thailand

APT will organize the Preparatory Meeting for the 14th Session of the General Assembly of the APT (GA14-Prep) on 14 November 2017.The meeting will be hosted by the Ministry of Digital Economy and Society (MDES), Thailand.

 

GA14-Prep aims to discuss and prepare final draft documents to be submitted to the 14th Session of the General Assembly of the APT (GA-14) in order to provide a smooth running of GA-14.

14th Session of the General Assembly of the Asia-Pacific Telecommunity (GA-14)

15 - 17 November 2017, Bangkok, Thailand

APT will organize the 14th Session of the General Assembly of the APT (GA-14) from 15 to 17 November 2017 in Bangkok, Thailand. Prior to GA-14, the Preparatory Meeting for the 14th Session of the General Assembly of the APT (GA14-Prep) will be held on 14 November 2017 at the same venue. The events will be hosted by the Ministry of Digital Economy and Society (MDES), Thailand.

 

GA-14 will elect the President and two Vice-Presidents of the APT; consider the reports of the MC on the activities of the APT during 2015-2017 and give the direction to it; discuss the Strategic Plan of the APT for the period 2018-2020, the basis for the Annual Budget and Pledging of contributions, etc.; and elect the Secretary General and Deputy Secretary General of the APT for the term 2018-2021.

 

In addition, as the GA is the supreme organ of the Telecommunity that high-level representatives from Member Administrations are expected to attend, GA-14 will include a special session “Executive Panel on Building Smart Digital Economy through ICT”. This will be a good opportunity for the high-level representatives to discuss the implementation of the Brunei Darussalam Statement of the Asia-Pacific ICT Ministers on Building Smart Digital Economy through ICT adopted in 2014 as well as to provide mutually direction or trend of ICT and APT activities.

41st Session of the Management Committee of the Asia-Pacific Telecommunity (MC-41)

19 - 22 November 2017, Bangkok, Thailand

APT will organize the 41st Session of the Management Committee of the APT (MC-41) from 19 to 22 November 2017 in Bangkok, Thailand. The event will be hosted by the Ministry of Digital Economy and Society (MDES), Thailand.

 

MC-41 will review the activities of the APT in 2017 as well as discuss the Work Programme and Annual Budget for 2018.

18th Meeting of the South Asian Telecommunication Regulators’ Council (SATRC-18)

19 - 21 December 2017, Kathmandu, Nepal

APT will organize the 18th Meeting of the South Asian Telecommunications Regulators’ Council (SATRC-18) from 19 to 21 December 2017 in Kathmandu, Nepal. The meeting will be hosted by Nepal Telecommunications Authority (NTA). 

 

SATRC-18 will include Regulator’s Roundtable, Industry-Regulator dialogue and Industry Session. At the Regulators’ Roundtable, the heads of the regulators will exchange opinion and share experiences on regulatory challenges and discuss the possible way forward. Regulators will also identify the possible areas of cooperation in South Asia through SATRC. The Industry-Regulator Dialog will facilitate the exchange of opinions among Industry and Regulators on the challenging issues of regulations and ways to overcome the challenges collectively and facilitate the business environment. The Industry Session will give opportunity for the industry to raise their views and concerns on the current and future regulatory trends and their expectations from the regulators.
